Libbie Terrell Lee
Executive Director

As executive director, Libbie brings her commitment and passion to the Bottom community and is energized with the opportunity to be a part of the transformation of this historic neighborhood. As a Dallas native, born and raised in South Dallas, she has witnessed the many destructive things that have happened over the years, and is now excited to be a part of the community change that is coming! Libbie is a recognized professional in the areas of nonprofit management, business development, grant writing and fund development. She has exceptional capacity in community development and building and maintaining strong working partnerships. She is dual degreed and holds an MBA with decades of service in the Dallas community. She is also the managing director and principal of LTL International, a human resource and business management company.

Dr. Lorin R. Carter
Director of Community Initiatives

Dr. Lorin R. Carter is passionate about facilitating healthy, vibrant communities and equipping people with tools needed to be independent determinants of their destiny. Dr. Carter’s education and professional practice spans civil engineering, law, higher education, public policy, and urban planning. This interdisciplinary background has honed her skills in community engagement & education, instruction, program & strategy development, equity, project management, grant writing, administrative procedure, and various areas of legal practice. With over a decade of experience, Dr. Carter now serves as the Director of Community Initiatives with the Golden S.E.E.D.S. Foundation overseeing impactful projects such as the Bottom Beautification Grant seeking to immediately improve the quality of life for Bottom neighborhood residents. She is also the Founder and Chief Strategist of Carter Creative Enterprises, LLC Companies, including C-Suite Consulting.
